how do i know what to use PAL or NTSC?

You aren't making this easy to answer.
Where are you? (country/continent wise)
Depends as to what your region's broadcasting standard is:
Eg. USA = NTSC. Australia/Europe = PAL.
Check what your TV is. When you install any Ulead programs for the first time they ask what country you are in. Depending upon your answer it will default your software to it.
Having said all that, most modern players and TV's handle both anyway, but check what your TV is.
If this is DV stuff you are editing, check the camera you are using to capture.
If it is a DVD, check the cover - it will tell you.
