This option is available on the Make Disc dialog. How do I determine if my file is compliant? I want to be certain that it doesn't get converted.

To see what Workshop considers 'compliant', start a project for a DVD and load in any video, it doesn't matter which one at this stage you aren't going to do anything with it.
Now go straight to the 'Finish' step and select 'Make Disc' and select 'Custom'.
In 'General' you will see all the acceptable Frame Size variations and in 'Compression' you will see all the acceptable Video and Audio variations.
As long as any MPG file you are working with falls within these variations then Workshop will consider it 'compliant'.
You can check this also for VCD & SVCD. -
Thanks. Is there any program that is as good as Workshop for menus where I don't have to be concerned about the issue of re-encoding?
