Is this normal for some frames to look fuzzy like this(Right frame)? Especially fast motion frames. Analog capture composite with virtualvcr, picvideo-19, wdm drivers(http://btwincap.sourceforge.net), 352x480. Most frames look great. Is there any way to get a better capture?

That is interlacing. If you are capturing strictly for play on your computer, then apply a deinterlace filter always. If you are capturing for playing on a standalone DVD player to play on a TV, VCD deinterlace, CVD and SVCD leave interlaced (you will not see the affect when played on a real TV.)
