my mpg file which i ripped off from a vcd(with scratches) has those missing frames & getting stuck even when sound is playing ok .. problems ... this occurs at several places of the file so i cant isolate the particular time at which it occurs .. when i tried to re-encode it tmpgenc also gets stuck .. what shud i do to fix this problem without anything happening to the video\audio sync of the file.

Have you tried saving the audio in virtualdub first (to WAV) then feeding the video only into tempgenc after de-multiplexing it?
you can change the audio later using toolame & toolame GUI.
You can multiplex both later.

toast won't do wav, so using mpg file instead of m2v file gets round that?
