  1. If you have a divx file that is 480 x 360 is it worth it to change the framerate to say 720 x 480 or will I see the difference? I understand that are standard frame rates for dvd and svcd but I was just wondering about quality.

I think you're talking about resolution, frame rate is frames per second. Any time you convert from a lower resolution to a higher one the result is never good. You can't create pixels where there was none, it's best not to try.

  3. You're right, I meant resolution, my bad. So I guess that would mean that anytime you convert an avi that wasn't encoded at 480x480 for svcd or 720x480 for dvd, you will suffer a quality loss? Or am I missing something?

Converting down is OK, it's going up that's no good for quality. Low resolution sux. So for people capturing, it's best to use a resolution equal or higher than what the final resolution will be.

Also, 352 x 480 (called 1/2 DVD or CVD) is a legal DVD resolution and plays in many players when authored as an SVCD. It's good to use now if using CD's as it allows for simple conversion to DVD later.
