Problem with editing divx along frame boundaries

I need help on editing my divx file in virtualdub
when i try to edit out the advertisements from my divx file,i cannot remove frame by frame,instead i can only remove over keyframe boundaries.
I seem to be able to edit out the parts that I want during editing,but when i generate the output,I get an output that cuts out the parts along keyframe boundaries
anyway to get round this?

i thought of 2 ways to get round this

decode to mpeg-->edit-->reencode to divx (takes time)
or maybe adobe premiere has the ability to not cut along key frame boundaries?
can anyone help?
