IMO, an SVHS VCR through an S-Video connection will not give you a better picture quality unless the original tape was recorded in SVHS mode. Otherwise, there will be no discernable difference between the 2. Your best bet to "clean" things up a but at this point would probably be to start with a TBC for input, then if you want run some filters on the files once they are captured. just remember to keep the bitrate up as high as possible, too low a bitrate and the "blockier" the final result will be.
I have been having good success with my VHS tapes capped at 352x480 with a bitrate of ~2500 - 3000, where I can get just over 3hrs on one DVD. Any less than that and I'm not sure that I would like the quality of the finished product. Right now, there is no perceived difference in the DVD versus the VHS, but at least now the quality will not get any worse no matter how much I watch it.

will a TBC correct problems like these (very green and cyan areas)? when I watch this tape on TV the image is normal.
