In the guide on this website about converting a DivX movie to SVCD it says that if a movie is 23.976 frames you should choose NTSC Film right? Well when I open up TEMPGEnc that choice gives me the option of 29.97 frames instead of what is written in the guide here:

    https://www.videohelp.com/tmpgencsvcd.htm

was it a writers error or somethings cause NTSC Film and NTSC options for SVCD both say 29.97. Also since the guide says that TMPGEnc wants to convert the frames to 24. Not sure why.

  2. the film template is at 23.9 frame but adds a 3:2 pulldown, this produces a video that is accepted by dvd player as 29.9 (sorry i cant explaine in more detail)
NTSC if the video source is 29,97 frames/sec (FPS)
NTSC Film if the video source is 23.976 frames/sec (FPS)
open your tmpg and use the wisard click Ntsc film > next > load film > click next > click other settings > now you will see beside frame rate > 23.9fps (internally 29.9) and beside encode mode > 3:2 pulldown when playback .
this shows you encoded film as 29.9 fps
you now have 23.9fps so more of your bit rate is on each frame, if you went to a full 29.9 you have more frames you must spreed out your average bitrate on less bits perframe
