Large Black Areas Stutter

Okay im making a dvd. I have done the virtualdub and tmpgenc thing and i have a *.mpg that plays perfectly no sync problems (not bad if i do say so my self) I load it into ulead workshop (have moviefactory to and same porblem) create the dvd with menu etc. When i make the image or the folder VIDEO_TS and open it in power dvd and play it. When playing the movi where the screen it 70% or more black or white the sound and video stutters i thought it was just power dvd acting up so i burn it and again it stutters in my dvd player.

i dont know whats going wrong like i said the origonal Mpg is fine no stutter its just when i put it in a program to make it into a dvd please help if you can

p.s. I told ulead to leave Mpgs alone as i know its at a sutable bitrate as i already sorted that in tmpgenc

just a quick update . Thje movies play on my ps2 but are unwatchable as the video changes speed and the audio carries on and the whol film is full of this, not just in black and white screens please can someone help!
