If I understand you correctly, then you would have to spend several MILLION dollars in video/audio/lighting/editing equipment to make a home video a Hollywood style film.

There are two tools that I am aware of:
1) Cinelook and
2) FilmFX
They both are used as plugins for Adobe Premiere and Adobe After Effects, What they do is process the video to give it a "film" look by emulating a whole bunch of filmstock, adding grain etc etc. I have use both in the past and they are very impressive.
Only trouble is they are expensive - around $1000+
The only other option is sending the video to a service bureau and get it transferred to actual film. This is what the professionals do. But this is way, way (did I say way?) too expensive.
But if you want a film look on a zero budget, try the following:
1) Shoot in 16:9 mode or with the widescreen mode set to on. The black bars kind of indicate that it's not really video and is more film like.
2) Do not use any fancy in camera tricks like digital zoom because these are indicative of being shot on video.
3) If you have Adobe Premiere - there are some filters that you can apply to the video.
Hope that helps...
