The NTSC template encodes at 29.97fps.

The ntscfilm template encodes at 23.976fps and includes a flag in the stream which instructs the dvd player to convert your movie to 29.976fps as it plays. This is much more efficient than encoding at 29.97fps because you have ~20% less frames to encode so at the same bitrate, your quality is much better.

So basically, if your source is 23.976fps always use the ntscfilm template and if it is 29.97fps then you can safely use the NTSC template.

The vast majority of commerical NTSC dvds are actually encoded in ntscfilm and use a similar flag to instruct the dvd player to convert it to 29.97fps. So what you need to do is use dvd2avi and enable forced film when making your d2v file. This will preserve the 23.976fps source, and you can then use the ntscfilm template in TMPGenc. This is the preferred way to make NTSC SVCDs from an NTSC DVD source. If your not using a DVD as source, well then just go by what the fps is of your source.
