    I have an old OGG file, for same strange reason it identifies itself with 11.025 kHz sample rate. The correct rate would be 44.1 kHz. Is there a way to edit its properties without recoding? I admit I do not know the anatomy of OGG file, is it a container? Is there a container header which can be edited?

    Not sure about that. Have you considered a workaround ?
    Fix it in Audacity then save it to a lossless file, such as Wav or Flac

    mpv --speed=4 --audio-pitch-correction=no 07.ogg
    This command plays the file correctly. Methinks this 11025 value is stored in vorbis itself, not in ogg container. Anyhow, there is certainly a way to correct it, with hex editor if no proper tool is found. The only difficulty is to find the byte(s) to alter.

    Edit: No luck, the "fixed" file gives CRC error. I didn't expect that.
