I am new to this burned a few movies then watched them and i am getting Flickering squares in there not all the time but it comes alot too.
Is it normal for VCD? or there is a way to fix it?

On the face of it, it doesn't sound normal...

Okay, you are seeing macroblocking in the image.
Macroblocking is simply a part of MPEG-1 at VCD bitrates, but may be exaggerated by a number of things:
1. Poor quality encoder
2. Poor quality source (i.e., lots of noise)
3. Difficult section of video to encode (e.g., fire, explosion, crowd of moving people)
4. Poor quality decoder
5. High resolution screen (e.g., PC monitor)
6. Incorrectly set gamma for you screen
Thus, to obtain the best video quality for your VCDs and to keep visible macroblocking to a minimum, you should use a high quality encoder (e.g., TMPGEnc or Panasonic MPEG Encoder), have a clean video source (e.g., DVD rip), use a high quality decoder (e.g., hardware MPEG decoder card or stand-alone VCD or DVD player), play the VCD on your TV, or if you have to play it on your PC monitor, make sure that the gamma is set correctly (there is a tool available when you install Adobe Photoshop).
