Here's a Shortcut version of the AVI2SVCD message that i've used:

STEPS TO CHECK AND CONVERT AN AVI TO USE IN DVD2SVCD AND BURN TO SVCD: http://vcdhelp.com/forum/userguides/111846.php

Preparing the AVI files
1) Open: > AVI Video File
2) File > File Information
3) Check > Frame size" and the "fps". ( Standard rates would be 23.976, 25, and 29.97 )
4) Video > Scan video stream for errors, IF OK>>

Load: > AVI2SVCD settings
1. Video > Direct stream copy
2. Audio > AVI audio" and Full processing mode
3. Audio > Conversion"-> Sampling rate" choose 44100Hz or 48000Hz ( Also check "High quality" )
4. Audio > Compression", No Compression (PCM)
5. File > Save as AVI

DVD2SVCD
Misc
1. LOAD > AVI2SVCD settings
2. Input file type > AVI
3. Output file type > MPEG-2
4. DVD2SVCD level > Advanced
5. Check > Convert "divx3 to divx4" ( if movie is divx3 and if you are using CCE to encode. )
6. Check > Default Output Folder to verify it’s correct.
Conversion
1. AVI file: > load the movie.
2. Aspect Ratio: > 16:9 (borders added, encoded as 4:3)
3. Selected Audiotracks: > there should only be one track.
4. Deinterlace: > should be set to "No deinterlacing"
Frameserver
1. Resize to: > SVCD (480x480/576)
2. Resize Method: > I CHOSE SIMPLE RESIZE. When resizing I generally use Bicubic Resize. It's a bit slower then the other methods but the quality is better especially when resizing in both directions. There are other guides that can explain what the variables b and c do. I usually use a value of (0.33, 0.33) other values to try are (0, 0.6). NOTE:
3. Add ResampleAudio": > Check if you are using CCE and have an AMD Athlon processor.
4. Edit the Avisynth Script File": > choose "No editing"


Audio
1. Audio 1 Bitrate: > 192 kps
2. Audio 1 downsample > 48 -> 44.1: NO CHECK
3. Autodetct Azid gain (2 pass):> checked.



Encoder
1. Safe mode (frameserving): > If you're using CCE 2.5 don't check this.
2. Video Encoding Mode: > Multipass VBR – 4
3. Image Quality Priority: > 12
4. Field order: > Automatic.
(Advance settings):
5. Linear quantizer scale: > Keep this unchecked for a slightly better quality.
6. Zigzag scaning order: > check For progressive images this gives better quality. Check this if your AVI is progressive
7. Progressive Frames: > check
8. Intra DC decision: > Just keep this to Auto.

bbMPEG
1. Movie offset seconds: > 0
2. CD Overlap seconds: > Check this if we've split the movie manually.
3. Advance Settings: > LEAVE ALONE.!!

Bitrate
1. LEAVE ALONE.!!

CD Image
1. Movie title: > Enter movie name
2. CD Label: > Enter movie name
3. VCDXBuild: > checked.
4. Fixed chapters: > checked.

Conversion Finally we encode... ( turn OFF SCREENSAVER )
1. "Go -> start conversion".
2. CLICK OK
