Is it possible to fix a 480p video that was encoded from 1080i source without applying a deinterlacing filter before it was encoded to 480p ?
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

Hm. How did it get from 1080i (interlaced) to 480p (non-interlaced) ?

What artifacts? When I was converting 1080i to 480p I found that I couldn't tell the difference visually between:
1080i -> blend deinterlace -> 480p
1080i -> 480p
So it sounds like you want to deblend the fields.
