  1. Is it possible to fix a 480p video that was encoded from 1080i source without applying a deinterlacing filter before it was encoded to 480p ?

    Hm. How did it get from 1080i (interlaced) to 480p (non-interlaced) ?

    Probably not. A sample would tell for sure.

    What artifacts? When I was converting 1080i to 480p I found that I couldn't tell the difference visually between:

    1080i -> blend deinterlace -> 480p
    1080i -> 480p

    So it sounds like you want to deblend the fields.
