    I have a video which was interlaced but was converted to progressive without doing any deinterlace, is that still possible to "deinterlace" the video ?

  2. Depends. Try a vertical blur followed by a vertical sharpen. Upload a sample for analysis.

    In general, the encoding type is independent of the actual content; but the disadvantages of progressively encoded interlaced (combed) material are 1. a heavy loss of quality in combed areas of video scenes in motion, and 2. an undesired averaging of chrominance, especially between red and blue hues.
