Mpeg TS Video specifying PID numbers （PMT,PCR,VideoPID,AudioPID）

I would like make Mpeg2TS files and specifying PID numbers（PMT,PCR,VideoPID,AudioPID）
Can you recommend trancecode or muxing application?
※Both are fine Paid or Free.

・Stream type = Mpeg2-TS(Mpeg Video)
・Profile = Main
・Level = High1440
・Frame rate = 29.97fps(interace Top field)
・Bitrate = CBR 16.5Mbps
・Audio = Mpeg Audio Layer-2 or AAC
・PID specifying PMT PCR VideoPID AudioPID

//I have tried software(But I cannot make target files)
