  4. You can make the frame larger but you can't restore lost detail. The best you can hope for is to keep the edges sharp without creating aliasing artifacts. And maybe remove some of the compression artifacts/noise. Since reencoding with a lossy codec will lose more detail and create more artifacts you'll need to use a higher bitrate. In the end, you'll end up sending a lot of time and effort to get a video that's only very slightly better than the media player's scaling of the original to the same size. It's usually not worth the effort.
