Video from VLC freezing in other players

Hi, I've got an MP4 file that I got out of VLC that I want to move to my new phone, but when I do, it freezes the for the first 8 seconds, then keeps playing as usual.

In VLC and in Windows Photos, the video plays perfectly fine, but in other players (I've tried dropping the file into FireFox, as well as using my phone's built in video player (Samsung)), the video freezes for 8 seconds on the frame at 8 seconds, then keeps going. The audio is completely fine, however. What's interesting is that when I view the video on my phone, it plays normally in the preview, but when I tap "play video", it won't let me scrub back past 0:08.

I've copied the file to my phone again, and the same thing happens. The issue still remains- the video plays fine when I preview it, but when I actually tap "Play video", it skips to 0:08 and won't let me scrub back to, say, 0:01. It'll kick me right back to 0:08.
