I need software to convert Uncompressed AVI 1920x1080 to H.264 in a form which can be burned to Blu-Ray. But the exported sound must be uncompressed PCM, not AAC or Dolby or any other form of compressed sound.

    Can anyone help?

Just about any BD converting/authoring package can do that.
What have you tried? What constraints apply (price, OS, experience level, CLI/GUI, all-in-one)?
Is your AVI progressive or interlaced? What frame rate?
Is your audio 16 bit or 24 bit? Is your audio multichannel?

1920x1080 i 25. 16-bit stereo. Windows 7. I want to make files which will burn to Blu-ray, and also files for viewing on the computer.

Incidentally why does anyone use interlaced anymore now that cathode-ray tubes are gone? Is there any advantage in using interlaced rather than progressive in terms of definition, smoothness of movement, etc?

personally i use vegas to convert anything to bd compliant video and audio files and then use blu-disc studio lite(free) to create the disc images.
