I am looking for a method of embedding closed captions into the video file, ensuring the captioning is always available, making it easy to archive only one file (the video file).

Neither.
I do have one video file and two files containing the closed captioning.
I make the video ant captioning in Premiere Pro CC.
To simplify re-use I like to archive both the captioning files and the (clean) video file in our video archive. So I look for a way to save it all into one file in the archive.
