Is there any h264 frame accurate video editor I can use that will allow me to fast forward quickly?
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

Thanks Kerry - great suggestion.
I tried it again, and it's not bad. Better than solveigmm video splitter. But it's not as smooth as avidemux or tmpgenc authoring wizard. But those have their own issues... -
That doesn't solve the problem at all Kerry. Fast forwarding is still slow when you choose those options. The reason fast forwarding is slow is because the default h264 codec settings (nothing to do with any video program) use a default key-frame (IDR-Frame, in H.264) of 250. To get faster seeking you need to lower that number when encoding your video. 0 will make it as fast as MPEG2. The lower you go the larger the file sizes will get.
