Maybe, I just though that video's audio is always 48Khz and audio only is 44.1 Khz red book.

opus audio seems to be 48KHz, m4a 44.1KHz.

Interestingly, I did one resize to 1080 and without encoding it to mp4 first youtube successfully encoded it in 1080p60, Very strange. I think from now on this is the way of uploading SD videos to youtube.

360p is the default quality that a video is given first out of the gate. People who follow channels closely will often put in the comments "360p gang" meaning that they are early to a video being posted, before YT processes the video more with better options. Did it ever go above 360p?

I waited several days still 4kdownloader reports 360p as the highest quality so it was something wrong with that upload.

I had media info reporting an interlaced video as progressive, so it is not reliable in that area.

Files can be tagged wrong.
mp4/h264 has a per-frame Interlaced tag, which can be viewed with ffmpeg/ffprobe.
