As above what would be the best way to process this video into a more watchable clip

Only when you're lucky that in the last encoding step (from native resolution) the interlace/progressive fault was made.

Sadly its just the youtube rip which has already been encoded. So i am pretty much looking for any way to improve the video visually unfortunately I don't have access to the vhs and the user seems to upload all the videos like this. I understand it may not be possible

I see no interlacing artifacts whatsoever. It is just a really low bitrate encode that was further degraded by YouTube.
There is no way you can extract more detail from those fuzzy blobs, and any attempt to apply sharpening (which can sometimes help) will make the video completely unwatchable. -
It was upscaled progressively, while still interlaced, that's why you see combing "interlace" artifacts (instead of upscaling in an interlace aware manner, or deinterlacing first before scaling)
There is not much you can do about it - it's going to look like garbage eitherway. You can blur it a bit to reduce the artifacts or downscale it, but they are arguable worse
Contact the uploader and see if you can get the original, then you can do something about it. -
OK, I blew it up a lot and can now see what look like standard interlacing artifacts. However, they are about 1% of the problem with the video.

That's night & day better than the OP's version.
FWIW, "Shout" is notorious for really bad video. This newer version is probably pretty close to what was on the original DVD.
And you don't even need the DVD. ShoutFactory has their own streaming service which you can access via a number of different technologies. For instance, I can stream the video using my Amazon Fire Stick.
