  1. Hello guys,

    I'm helping a friend who was robbed. In the video can be seen the car entering the parking zone. As you can see the car shows it's plate with the front and the back but I think that the resolution and the light are too bad to recognise something.

    I don't think that is possible to get the license plate, but maybe someone of you can do something.

    Tell me what you think.

    Is the original video also only 352x288?

  3. Yes, the resolution is 352x288. I don't know how I have to get the number of the license plate.

    Upload original video. Is it really originally mp4?
    Also your friend could park his car in day and at night at the same spot with known license plate number so we can see what it should look like from the same CCTV.

    This doesn't actually work. Read it again. The algorithm is guessing. That's hardly feasible for evidence gathering. It's fine for art restoring, but that's it. Nothing historical or factual can be restored like that.

    Not only guessing, but guessing while comparing to many known, hi-rez, "equivalent content" reference data. Which in most real-world instances do not exist.

    In the case of license plates, there are consistent, known constraints which can improve the guessing, but that's all it can be. Especially when the captured resolution of the plates themselves are often on the order of 20x12 pixels.
    That won't cut it very far in investigation/security/forensic/law-enforcement work.

    Coming to sites like this to ask for advice is nice and all, but for law enforcement to act on your tips, they'll often have to recreate the evidence themselves, with a proper chain of custody (meaning digital forensic lab, not random dudes on some website forum). So even if you hand them a nice printout of a restored photo (or video frame), they'll ask where it came from. And they usually will NOT act on it until it can be verified/re-created on their end.

    The usual way that license plates are recovered is by layering subsequent frames. Sometimes you have to stabilize and resize frames. And maybe super-res the frame (before or after the merge). But you need pixels to work with, and 352x288 isn't enough.

    A lot of "surveillance" cameras are created to dupe consumers into a false sense of security. Even 20 years ago, such video was usually recorded to S-VHS (~450x480 equiv in pixels), and it was already challenging. When you have half that, forget about it. Such cameras are the "Playskool" version (aka kiddie toys) of actual cameras needed for true surveillance.

    Sometimes they even verify psychic person "visions" so in case no other facts are known they can verify that.

    A license plate number recovered by the police from the original surveillance video using accepted forensic methods would qualify as sufficient evidence to question the owner of the car it belongs to.

    A plate number seen in a psychic vision should not be enough evidence to question anyone.
