I've heard that you could recreate frames in virtualdub as a way of improving VHS captures that had minor tracking issues and stuff - what's the best way to do this?

Tracking problems don't usually show up as single-frame anomalies and instead usually persist for many seconds at a time. Therefore I don't know whether you'll be able to do anything with motion estimation, something that works great for single frames (it uses adjacent frames, which don't have a problem, to re-create a good version of the missing frame). However, go ahead and try it and see how far you get.
Tracking problems are better fixed by either manually adjusting tracking during the capture or, depending on the nature of the problem, getting a deck with a time base corrector (TBC). Actually, a TBC is a great thing to have, not matter what the condition of your tapes.
