MultiAVCHD and motion thumbnails with random cut scenes

It's been a while since I have used MultiAVCHD and I cannot get motion thumbnails with random cut scenes in my menu to work. My motion thumbnails play a continuous stream from the start of each video.

In the past, my motion thumbnails would play a series of random cut scenes (e.g. @57 minutes for a few seconds, then @21 minutes for a few seconds, then...)

Now, my motion thumbnails play a continuous stream with a fixed offset from the start of each video.

Since MultiAVCHD hasn't changed, it's obvious that I have my settings wrong.

What have I got wrong?

Trailer Cuts (Randomize) is applied to the motion Background Menu (BG), not thumbnails. The checkbox below turns it on or off.
