    Do you know any free Web Video players (flash-based) with an option for HD/SD button or resolution switcher ?

    they all play HD if the stream is HD

    no , there is no push button to change resolution

    But, there are a few commercial web players, which have push button to change SD/HD resolution.

    Amazon instant video streaming
    does offer a choice to view SD or HD ...IF... both versions are available

    but I dont think that was the question
    paid sites are proprietary, not 'video players' for just any video
