I have some videos on a home made DVD I made years ago, that are just a tiny bit out of sync, where the audio is ever so slightly shorter than the video. It starts out perfect, then gets progressively worse.
From memory.
As a start, I used DVDDecrypter to rip as a VOB file, then changed the extension to mpeg. I then used MediaInfo to determine the issue:
This is one of 15 videos.
Video duration: 1382.882
Audio duration: 1382.426
What else or where should I restart to accomplish this with none or minimal audio degradation? I believe I have read that Audacity can modify the length of an audio stream. Would the audio need to be reencoded? Would it even be possible to use some tool to restamp the duration of the audio, or is that not a thing?
Whatever assistance someone could offer would be greatly appreciated.

Why? A VOB and an MPEG have some subtle differences, they are not the same thing. There are programs that can do the job correctly (on this site). That's the first thing I'd try to see if that cures the 'sync' problem.
Just out of curiosity, is having an MPEG-1 video file your goal? Or will you convert it to something else? I only ask as it may be 'better' to just use something like Handrake on the ripped DVD folder and process straight from there... -
My goal is to not convert to anything other than mpeg to not lose quality. If I can remux the files in complete audio/video sync then that would be my goal. If I could make it into a DVD that would be icing on the cake.

What you really want is to make a DVD of it?
1. Demux (open in DGIndex and File-Save Project and Demux Video)
2. Author as DVD (Muxman, taking into account the delay given in the audio file).
But, if the audio is out of synch in the original DVD, it'll also be out of synch in your new DVD. You should stretch it in Audacity first. Yes, it'll be reencoded. And DVD video is MPEG-2. -

Yes, I thought the same thing when I first read/replied to the post. I was going to ask the OP to confirm. However, after re-reading the:

The following (DVD specification) formats are allowed for MPEG-1 video:
Code:352 × 288 pixels at 25 frame/s, progressive (Same as the VCD Standard) 352 × 240 pixels at 29.97 frame/s, progressive (Same as the VCD Standard)

I consider this to be a 2 part project.
1. I would like to correct the audio and make new corrected MPEG's to archive them.
2. When time allows, put them back as a DVD.
@manono - when I stretch the audio .mpa, do I save it back as .mpa? I believe it wants to save it as a .mp3

So it's really MPEG-1, as you said? Wrong twice in the same thread then. Who makes home DVDs as 352x240? Unless, maybe, it's a very long video?
Anyway:

Technically, MPA audio isn't allowed for NTSC DVDs, although most players will play it, I understand. MPA audio is for PAL DVDs. -

Like I said, it's a very old DVD I made I think around 2005 or so. The source was from a friends camera if I remember correctly, thus the lower resolution.
I'll give this a go as soon as I have some time, and will report back my results.
