Looking for a nonlinear editor for h246, capable of direct stream copy

Is there a nonlinear editor capable of doing basic stream manipulations (i.e. cut a part of the video out, paste parts etc.) on h246 and exporting it via direct stream copy, i.e. without re-encoding the video?

In other words, like VirtualDub but for h246.
