The output in the black DOS box is definitely from youtube-dl -F (formats) request.

The mpd you posted is also definitely protected by CENC (Common encryption code)

Maybe because you only supplied Half the information (?)

As Dazzle Cat said; what you need to do is post the URL to the page you are trying to download from so that someone may see if there is a way of teasing an unprotected mpd (or m3u8) from the network traffic, or a workaround.
