I'm trying to learn LightWorks, but it appears to only accept files that use a constant frame rate, while my Sony camcorder uses CFR for audio while it uses VFR for video:

It is CFR (constant frame rate) already
The bitrate is variable (VBR, variable bit rate) -
Your video is ordinary CFR (25fps) PAL mpeg2 video. Haven't used LW in a while, at the time it did not support DVD standard video natively. Does it now? Lightworks may also be having a problem with your 5.1 audio track.

The frame rate is constant, but the bit rate is variable, so audio and video are out of sync when playing a video after importing it in LW:
