play parts of a video in slow motion in playlist

I am looking for a solution to play sports video from certain time to another time in slow motion. This can be useful for learning in sports. So far I have not found one that can do that.

What I have in mind:
1. be able to define multiple range of time externally (e.g. XML).
2. be able to load the settings and display different segments of the same video as playlist.
3. Click on each item to play that segment in slow motion.
4. Option to select different speed for slow motion
5. Option to loop it continously

Is there a software to do that?
