Motion on DVD Rip is 'Grainy'

I used SmartRipper-->DVD2AVI (Save Project)-->TMPGenc 12beta and come up with good quality except for when the is movement of people and such in the movie. The person/object moving becomes 'grainy/blocky' until they stop moving. I can understand a little bit of grain, but it is worse than other Rips I have gotten. What am I doing wrong?

try using "de-interlace" filter in tempgenc with option of "blend" encode part of movie and c if that helps
