GOAL:
Remove Audio from an existing Video Track and replace it with Externally recorded Audio (no disturbance from people who are sitting next to camcorder). This for a speech that was given at a Non-Profit.
When I put in the externally recorded Audio, it went out of sync with the video. So I figured out that it was because of VFR (Variable Frame Rate). I confirmed this by editing about 1 hour of video from 6 hours and overlaying the audio. I think this sample size is not enough.
Do I have to convert to a CFR of 60? Does this affect the audio bit rate (128)?
I am also looking for a website that can do this online (have about 9gb - 6 hours of video). But I think no website allows more than 1gb of data upload. So I used Handbrake to the sample conversion.
Would really appreciate any help that can save time and improve quality.

That video is NOT vfr, it is cfr (29.97).
You are mistaking that with vbr. Bitrate. Has nothing to do with your sync issue, other than possible playback bottleneck on a really weak device.
Audio bitrate is independent from video bitrate. Note that your current mp2 audio is 224kbps, not 128. Don't go down to 128 unless you want it to sound crappier.
Since your vid is already cfr, going to 60 doesn't gain you anything, and also makes the bitrate's job harder.
Your sync issues are due to something else - maybe wrong interpretation settings in the editor...

what camera was used? it's 30p mpeg-2 1440x808. not a normal size. and is that the original audio spec listed? mp2 at 44.1 khtz? 38.281fps? again unusual. most is 48 khtz.

@Cornucopia - Thx for those insights. I had mistaken VFR with VBR.
@aedipuss - It is a very old Camcorder. I guess that could be the sync issue source. Every time I had used HandBrake and edited in the audio it would sync perfectly. I guess it is time to buy a good camcorder - predominantly going to be used for indoors - speech recording.
