    How can I follow a gif file like a movie? Software seems to have been created with screentogif?

    There are many programs that will record ‘screen action’ (anything that happens on the monitor) to a movie file. Nobody is manually building GIF files for that. (You could convert such a movie file into an animated GIF, if you have a specific need for that format.)

    The YouTube video seems to show interacting with a webpage, where the moving of the mouse over a certain text area, brings up a box (with text). This is exactly like a "tooltip" for website builders (and other user interface builders).

    I don’t think those purple boxes were later inserted into a movie.

    I roughly understand what you mean, though, do I have knowledge of programming in case I create "tooltip"?

    If you know HTML and CSS, then you can understand how it is done here by looking at the source code in tooltip.html, and make similar code for your webpage. If you build a website with a special WYSIWYG application or CMS, then my example is likely useless, and then it depends on what features that application has for making tooltip-like boxes.

    If you just want to annotate video, then you should use a different method, and not these tooltips. How to make annotations on video, depends on which video editing application you want to use. Each application is a bit different. Other people will have to advise you on that.
