First I would like excuse me for my bad english.
I look for a tool able to split a mpeg video file to the exactly time that I want. So, split at the exactly frame.
This tool must be usable on windows on Windows and he must be usable with command lines.
I would like use this tool in a other project that execute command line.
If that does not exist, can you explain me the method to follow to sucess to split video at exactly time in millisecond or frame.
I've hear talk about re-econde the little moment of split ...

Yep, you can only cut at the key frame/iframe( http://en.wikipedia.org/wiki/I-frame ) with most editors or else the editor must reconvert a bit. Maybe you can try videoredo but I'm not sure how it will work in command line mode.
If you want something free I'm not sure.
