Everytime i try to convert a VOB file so i can put it through Avisynth, i'm noticing a shift in the colours, they look brighter than the original. Infact even before i convert i notice it when i load the VOB into DG Index and it's brighter than the VOB in VLC. Same result in Virtualdub.

You probably have full range vs. limited range problem -- different players, editors, graphics card using different settings. All your videos should use limited range (all commercial and streaming videos use limited range) and all your players/devices should be set to convert to full range RGB on output.

So the washed out looking video is how it should look, and in VLC it's being converted to full range RGB?
My graphics card is also set to full range.
Here's how it looks when playing in VLC on the left, and on the right is after taking a screengrab in VLC (using Shift + S) the colours look different to how it plays in VLC. Though come to think of it, i thought it looked a tad dark in VLC.

The difference between those two images is more than just a PC vs. TV levels, or rec.601 or rec.709 colors. There's a big gamma and saturation difference. My guess is your graphics card is set to automatically adjust brightness and colors while playing videos. And VLC is saving with the video's original brightness and colors.
