Is your youtube-dl really named youtube-dl-2016.10.12.exe? It's usually just youtube-dl.exe. Was the batch file in the same folder as the exe? Maybe that version of youtube-dl is just too old.

I give up, no matter how I try to extract the video using youtubedl, it won't download it for me and I couldn't capture the error screen because it closed instantly.

I have been trying to download some videos on facebook in HD quality but whatever online tools I used, I got a lower quality video.
