Pretty soon I will be working on a project to capture and digitally enhance all of our old VHS Tapes. The one thing I don't know how to do is enhace color (ie restore it) and stuff like that. if it can be done in VirtualDub I'd love to know how to go about doing it.

I've been using VD and VD Mod for several years and there is still a lot I don't know about the program.

But start with filters, a few here: http://www.thedeemon.com/VirtualDubFilters/ and here: http://neuron2.net/

I find the 'levels' filter is the one I use most often. Then either the RGB or the HSV, depending on how bad the colors are. Also some noise filters that vary from sophisticated to basic blurs. There are some VHS specific filters that might work, also. Try out the 'White Balance' filter. It has several filters combined and it can speed setup of filtering.

The easiest way to learn is just to 'dive in'. Here's a thread with a similar problem: https://forum.videohelp.com/topic335048.html Hopefully your video is a little better shape.

I like Colormill. It covers colour, saturation, gamma and minor noise correction all in one filter. Very powerful colour correction filter.
