Subtitles sync problem, with NTSC movie!

Hi I will convert a 23,976 fps avi movie to 29,97 NTSC SVCD, in the same time i would add subs (frameserve from V-dub)! I have the subs in 29,97 fps, but when i frameserve to tmp, and load the template and then look in the preview the subs dosn't match the picture!!! What am i doing wrong?
I have tried to change get the subs in 23,976 and then convert the framrate of the subs in Subtool to 29,97, but that dosn't help me!!
Please let me know what im doing wrong!

AND when I try ro add a 23,976 fps subtitles file, the subs are only 2 seconds faster than the audio/picture, in the entire movie!! I think its weird!
