  1. I want to maintain highest possible resolution from my content that is native 640x360

what should I do to make it fit screen a little more while maintaining highest possible res?
I'd like to make it into 720 format and figured i could just add some black space to all sides but what should the video be set to?

If you are converting it to DVD then you have to resize it to a DVD compliant specification. 640 x 360 is 1:1 representation of a 16:9 NTSC video, so if the framerate of the source is 23.976 or 29.970, the logical path would be to resize it to 720 x 480 and encode it for 16:9. If you use something like DVD Flick then you have it add a small black border around the outside, although this really isn't necessary in most cases.
