The f3kdb debanding filter has an option for "keep_tv_range" which is for keeping pixels to either full-range or full-range. I was wondering how do you check what range your source video is?
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

Sneaker is right, most consumer content (broadcast, DVD, Blu-ray) is limited range. And most consumer equipment defaults to limited range. But lots of DSLRs use full range. MJPEG usually uses full range. Even limited range YUV sometimes goes below 16 and/or above 235. Often from sharpening overshoots. But some devices routinely go one way or another. For example, my DV Camcorder typically runs from Y=32 to 255. VHS caps can be all over the place. So use a waveform monitor to check your video. Histogram() or VideoScope() in AviSynth. All the NLEs have such functions.
