I am new to SVCD, but not VCD and have noticed that only on doing SVCD that in Mpeg2 it puts this as default in motion search precision.
I thought this is what I was supposed to use, but am getting some small macros especially behind a still object (like a wall or sky, etc)
Yet when I chenged it to "normal" somethimes it made it worse. Should I go up to "High quality" Im not too worried with time since I have a good CPU.
Any help is thanked!

Yeah go for High quality because Highest quality is to slow. Highest quality will take like 2 hours longer or something like that.
