Breaking down Video into Individual Image Files

So, I'm not exactly new to video editing but, I am new to what I would like to embark on. I'm aware that there is a process of breaking down and a video into individual frames and then save those frames as individual image files. I'd like to try that on some of the short videos I have. I was wondering what steps and recommended apps/programs there are to achieve this but also to join the individual files back to video. Thanks.

Try VirtualDub2. To export use File -> Export -> Image Sequence. To import use: File -> Open Video File and select the first image.
