    I have not used any encoding software for years, I want to encode a 1080p 60Hz x264 MKV container to the same but 23.97/24Hz

    which 'free' software do you recommend?

  2. If you like to play and tweak: FFmpeg. If you want a one-stop shop: Handbrake.

    It really depends on why you want to convert it in the first place.

  3. And it will be jerky and flickery (unless your source is 24p with duplicate frames to make 60p). If you want 24p shoot 24p.
