I have this card (two DVI-I ports)
https://www.evga.com/products/specs/gpu.aspx?pn=30755FA1-BCB6-43FD-8697-94457FBE97A9
And I want to connect this monitor (two HDMI ports)

Am I correct that this cable will do the job?: https://www.ebay.com/itm/384411745779

Yes!
DVI (-D, or the D part of -I) is directly compatible with HDMI (same family of signal protocols). It'll just be without any audio to the TV/Display, since DVI doesn't support audio.

The card should have a hdmi connector so you could just use a regular hdmi to hdmi cable.

Yes, the DVI-D single-link male cable end will plug into the video card's DVI-I dial-link female port without problems. The DVI-I dual-link female port on the video card has more holes than are needed for the pins on the DVI-D single-link male cable end.

DVI-I = DVI-A + DVI-D. 2 independent channels, usually in an either-or setup.
DVI-D (or the Digital side of DVI-I) <--> HDMI just fine.
DVI-A (or the Analog side of DVI-I) <--> VGA just fine.
Just about anything else requires either an active converter box, or it must use a disguised, alt-mode option (like DP, Thunderbolt have, where they piggyback HDMI in their alt mode).
Look at the images of dvi plugs and you can see the differentiation between the 2 subformats (analog and digital) and the 2 link densities (single and dual) and how the I (integrated) tries to accommodate both.
