tape won't load. jvc gr-axm225

I insert the tape and it does not seem to detect that I have inserted a tape. It makes no attempt to spool the tape around the drum.

If I keep ejecting and loading the tape sometimes it will eventually detect it and load the tape around the head and then it functions normally. It takes several tries.

There should be an IR LED/photodiode assembly that goes "inside" the tape when it's loaded that tells the camcorder that there's a tape inside. The photodiode might not be picking up the reflected light.
