  1. When Encoding a video to a lower bitrate to make a smaller file size does it help the quality to double the Framerate? I mean doubling the Framerate does not affect the file size but does it affect quality at all?

    At a given bitrate (thus at a given file size), doubling the framerate and doubling the number of frames (assuming you want to keep sync, otherwise it would play twice as fast, and 1/2 the running time) - will reduce the quality. Think of it as spreading more bits around more frames, thus each frame will be lower in quality
