Well, with me I found a different license link in Console, and used the Headers searching for auth in network and it worked, I don't know if it helps you.

Try searching in your network developer tab for "token" and see if an http link pops up
i kept getting the 404 error as well, it was because the link that LOOKED like a widevine license actually wasnt the one.
